1)He got card from some one and he don't know any info. expect the card no (keep in mind this is how stolen Credit card numbers are sold on deepweb)
2)He does not know how much balance the card has and he can not check
3)It is a business debit card attached to a business bank account/checking account (big red flag)
4)He has no proof of purchase or proof of how he has obtained it
If you still want to buy it ..go ahead and buy
But remember ,the card may be reported stolen or charged back after you used it and paid to OP..it may even take days or weeks till the original owner discovers it is stolen

OP acts innocence and claims that he got it from another guy !
He claims that the card has $500 balance ,but he says he really don't know how much balance the card has and he can't check it even
Proof? I do feel that this is extremely fishy as how he's asking people to play him $200 in BTC for $500 in fiat.

Neteller accepts VCC with a 1.9% fee and they don't require any verification or anything, so if you have the card use it there to buy the neteller funds.

Yes, I am selling it because I want BTC. It is complicated to buy with PayPal and people are always uneasy with possible chargebacks.
Edit: I would use it to purchase things too but my PayPal is limited and always gets an error when I try to checkout or send money. But I am able to add the card to my account
