Besides no one should use windows for big rigs over 5 cards and up should always be linux.
Why?
I have farms with video cards that run on Windows. I have not yet decided why this is happening: I am too lazy to install Hive Os or I save $ 3 per month Smiley
The Windows operating system is very inconvenient for managing a large number of mining farms. But if a newbie has 1 or 2 farms and does not want to work on Linux OS for mining, it is possible to start with Windows.
But every experienced miner should be able to use Linux OS for mining.

Then I advise you to use Hive Os for mining. This is a 100% solution to your problem.
I even advise you to install Hive Os to test your graphics cards and accessories. If everything works fine in Hive Os, then look for the problem in Windows.



Yeah. it is critical that op has one or 2 linux usb  os sticks

I know this is an old issue but one of my rigs is throwing blInitialLibrary failed error on boot up only when I have 5th gpu connected. It works fine with 4

My setup:

Asus Prime Z390-P

8 AMD 580RX GPUs

2 EVGA 750 G2 PSUs connected together

Windows 10 Pro 64 bit

BIOS has been updated to the latest

4G Encoding is enabled

I tried both Gen 1 and Gen 2 and still get the same error

Secure Boot Disabled

Fast Boot Disabled

I have tested multiple combos of risers to PCI slots. All risers and GPUs are working fine individually but on the 5th one, I get the error

I am lost and could use some help

EDIT/SOLVED: I had to go to ASUS website get their beta version of the new bios.  After install things are working ok now
