After some research there seem like many skylake mobos seem to have this problem.
Try disabling all crap that is not used in bios, like sound and so on.

I'll try this when I get back home
4 lanes are running pcie 3.0 so I'll change them to 2.0 see if it frees up anymore resources

Do you install all cards at once ?
Install one card and then the driver. When the driver are installed shut down and add one more card, boot and check that the other card is detected in device manager. Shut down and repeat until all cards are detected.

edit. if you get all cards to be detected the code 12 mean that there is "not enough free resources"
Try increasing the virtual memory to 16GB

I did do one card at a time all the cards got detected plus I increased the v memory to 16gb
Still got the error.. I pulled one card out leaving 5 still got the same error.
It is also a fresh install of w10 only downloaded drivers and claymore
Really wierd, i run six 480s with win 10 without problems.
I am pretty sure i have seen more people writing about that problem here in other threads.
