Seems a tad low (but not that much).

According to https://en.bitcoin.it/wiki/Mining_hardware_comparison common range is 300-375 so you are in range.

Put the gpu at about 1100 and the memory at 900 there is an example that is pulling 330MHash/s at http://www.brandonorndorff.com/bitcoin/mining/radeon-hd7850-7870-cgminer-config-settings-bitcoin/

Well, i'm no expert, only have 5800 and 5900 series cards, but gpu-memclock seems high.

Does the 7850 need such high gpu-memclock?

Seems that people clock the memory to 800/900 for that card.
https://en.bitcoin.it/wiki/Mining_hardware_comparison#Popular_Mining_Cards (scroll or search page for 7850)

maybe give that a go.

With mine it was a case of trial and error untill I found  GPU memory and voltage settings that were stable.

Win7 64 bit

Not overclocking at all.

-i 7 --auto-gpu --gpu-engine 1100 --gpu-memclock 1350

I have played with a lot of different settings.  I just cannot seem to get it over 310 range.

What overclocking settings are you using?
What OS are you using?
What custom switches are you using?

310 mhash range.  No matter what setting I do.  I cannot seem to get the card over 310-315mhash range on a steady basis without crashing the rig.

Anyone else able to get better numbers?

What are you using?

I use CGMiner.
