Sending first does absolute nothing for the buyer because paypal is reversible. I would be willing to do this, if you would agree that escrow releases coins to you after 181 days, But I think you would find it easier to withdrawal the funds from your paypal to your bank account and buy btc that way.
I totally agree with this, even if you send the funds as a personal payment such as friends / family, there's nothing that the seller of BTC can do, even if you do it on escrow, you just have to wait after 180 days. It is much easier to withdraw the funds to your bank account or much better use your funds for other goods which you think is easier to exchange
