No.
Very often, advertisers send me ads that violate some of the ad-construction rules. Usually I just fix them. But on rare occasions I get sent an ad that is so screwed up that I can't reasonably fix it. When that happens, I may (at my discretion) make a one-time exception and transform their ad into a static image (eg. by making a screenshot of their rule-breaking ad) just so that the advertiser doesn't burn ad time. I basically only do this a maximum of one time per advertiser; if they want to update their ad or advertise in future rounds, they'll have to follow the rules or else I'm just going to reject it, even if it causes them to burn ad time.
