As per your instructions I have already ignored him so as not to receive such nasty and fraudulent messages from him in future. I want to report him to moderators is it ok or just ignore, please help with small suggestions.
if the PM is unsolicited then report him since there is a forum rule against him(as was mentioned by the very first reply on your thread), just note that the guy might not get any punishment even if you report him but it is still better if you do report the guy.

Well, it's true that account buying is not among the rules that the forum policy forbid but from my observation, no bought account ever had a good remark on this forum and the reason is because, there's always a doubt if the second user of an account (after it has changed hands) can be able to maintain the good reputation that the original account own had. 

For example, we have some reputable members on the forum that are no longer active again, if you buy any of the account of such member, you could either destroy the reputation of such old member on the forum and to avoid that, once it is noticed that an account has changed hands, it's very necessary to give it a neutral  or negative tag to inform others that the account is not in the control of its rightful owner.  So, account buying is not encouraged.

If you don't know the member and don't want to receive his PM again in the future, you can ignore the message, select the private message option and enter the username, you won't get any more messages from the spammer.
I don't know him at all, maybe his only goal is to seduce me by messaging me, maybe I will fall into his cunning trap. He thought everyone was stupid like him.  Smiley

I don't know if this is the right place to appeal against such dishonest people. Recently a member @ozan PM me to sell account, I didn't know anything about this person before he PM me. He told me that account can be purchased from member to legendary, now I don't understand why he messaged me like that stupid what is his purpose.
If he is bothering you with PM you can always report those messages to moderators, but I would just ignore him and let him go his way.
I don't understand why he would send you the message from all other members, unless you sent him something first.
In that case you really don't have the right to complain.

The user that pm you has gotten negative tag almost three [3] tags, that's indications that the user is not trusted, we have scammers here and the reason why they're here is to defraud people, so we need to be conscious of anything we receive as private messages, before it lure us to huge scam damage, if not campaign of scam that been lifted some years back, people would have been victims of scam by through personal messages, it's good to air out whatever you notice that is not comfortable or convinced by you, so that you won't indulge in scam unknowingly, despite that selling of Btt account is not prohibited, but the rules of btt did not permit it to be done openly as if its official in btt, selling of account is something of privacy...but I will encourage the admins to pay more attention to people that pm unknown accounts to purchase account, I think someone that caught with such act need to be restricted from forum.

Since my day 1 in this forum till date, I haven't received such messages as account sales advertisement. How do they target their victims?
Do they careful track accounts sales thread and understand users interested in account sales or they just send random messages to see if they can be lucky?

What's the point in banning this user? He is using a low ranked jr member account and if banned he will just make a new account, buy a merit from some other user, and continue to sell account or attempt to. Better to just tag the user(which has already been done) and go on with your day. Report the PM if you want and maybe ignore the user.

There is nothing to do other than just to ignore the user.
Usually, they won't bother you once you do not engage with them and it is totally pointless to advice them against it because they are aware of the rules and they won't stop.
So, just ignore them.

If you don't know the member and don't want to receive his PM again in the future, you can ignore the message, select the private message option and enter the username, you won't get any more messages from the spammer.

If what you say is honest, it means he sent a random message and you are one of the targets, so don't pay attention to the message, remember buying an account is risky, so don't deal with spammers, lately PM has been a target for spammers to prey on their victims.

If you don't feel guilty and don't know the person, do as I say and go easy on the PM.

From the message, it seems as if he is responding to some question in the sense that you asked him about buying a BTT account, and he is telling you to be direct and not to waste his time. For what reason he did this, we can only guess - maybe he wanted to send a message to someone else, and maybe he is sending messages to all accounts with low ranks in the hope that someone will be interested in his offer.

The best thing you can do is to report the post by going to that message and clicking "report to admin" as unsolicited PM.

As you can see the user ozan already has 3 negative tags of account selling by some DT members which means that the community is aware of this act by the user so you should just disregard the PM you get from the user to purchase a bitcointalk account or you can place them on your ignore list.

Selling of bitcoin account is not against any rule on this forum but according to the rule, it should be discouraged. So negative neutral trust and negative trust is good to discourage that as it can lead to scam.

Scam is not moderated on this forum.

But if he sent you PM on this forum, that violates rule 29.

29. Sending unsolicited PMs, including but not limited to advertising and flood, is not allowed.

But I do not know what the punishment will be.

He has already got neutral and negative trust from many many times due to doing such fraudulent work. Maybe he should be banned altogether so that he doesn't encourage anyone else to commit such fraudulent acts.
