yep 100% a scam, either a straight up scam, HYIP, or money laundering scheme. do not touch under any circumstances.

straight up scam.. they want your coins.
pretending its to be used in a money laundering scam.. why. because they know advertising a money launder/tax evade system means victims wont go to the cops/courts because that involves admitting why they handed money to a stranger(wanting to launder/tax evade)

other scams include
investing into 'chopshop' car theft/resale industry. victims of investment theft wont call the cops.

if there was a real business offering financial advice to people with a minimum of $500k (10btc+)
then the business should actually have some legal identity..
.. not some crappy gmail email address

from what i can see this is another hopeless scammer with no identity trying to see who is the idiot with 10btc willing to trust a faceless character they met after one post on a forum

proper financial businesses with a licence to give financial advice would have a proper corporate site, with a national financial advice reference number and a corporate email address..

in short,
dont be soo easily fooled by forum posts using gmail addresses as their only contact/ID information

even if your not suckered into handing them any coins. you are going to end up on a 'idiot/suckers' list which hacker/blackmailer and scammers will use to sucker you into other schemes

..
even just sniffing at the content of the OP post. its not financial advice they offer. as they are already hinting that you have to hand them your coin with promises they will convert it into something else..
so yea. they want to scam your stash off you without any financial records using the scam that hiding the transaction from the real world is for tax avoidance.. reality is bye bye stash

Why would a bitcoin millionaire move to Asia?
Depends on the millionaire's disposition and where in Asia we're talking about.  And by the way, having 10BTC doesn't make you a millionaire.

If you had a crapload of bitcoin and live in a country like, say, the United States you might find the cost of living much more attractive in certain Asian countries.  10BTC might buy you a decent house in an average American state, but you could probably live like a king in a country like the Philippines with that amount.  I'm not sure about other Asian countries and their cost of living.

I am still waiting for how the other members react to your offer.
You'll be waiting a long-ass time before anyone reacts with any real interest, since nobody knows who this member is (all he's got is a gmail account, lol), and him blatantly telling the community that his scheme is a method of tax evasion gives us reason to distrust him.  And it's not like bitcoin is completely anonymous anyway.  The IRS is already scrutinizing people who keep funds in off-shore accounts; it's not likely that this is anything but a scam attempt.

Non-custodial BTC Wallet
As far as I know, most people here are not from China or Asia.

Why would a bitcoin millionaire move to Asia?

Far from his family and a very different culture.. and it may be difficult to come back as  there might be some taxes problems with this setup.

As far as I know, financial freedom is basically zero in China and government controls everything.  Ocidentals dont know much about that country and its legislation as the language is hard for us. This might be very risky.

I am still waiting for how the other members react to your offer. because honestly owning property in your own residence with managing your own shares is far more than enough. we do not like to keep them in remote places where we ourselves are not very happy to travel. especially when the conditions of their respective countries do not allow traveling abroad.
we prefer to keep the ownership in full personal control.
