Heat is a problem if you have some rigs in the same place and it is not well ventilated.Keeping windows open is a great way to offer cooling if this is possible and your rigs are in higher floor than the forst one,my colleagues have their rigs in a few buildings in 7th floor and I leave the windows open.If this is not possible air conditioning is a must in order to keep the rigs cooler.

There is some ventilation and currently Rx GPUs stay in late 60s or early 70s when outside is 90s.
Ideally would like to just replace the exiting CPU and motherboard and do same rig for both Monero and Eth mining. It seems some of the 570 motherboards have PCIE 3.0 slots. So hopefully it could take the radeon GPUs

You do not need to worry about PCIE 3.0 or 4.0 revision. They are back compatible with older revisions, so it won't be a problem and the GPUs will work just fine.
It's a good idea to club them in one & utilize it both for CPU & GPU Mining.
Anyway, if the cards are pretty old then I'll recommend replacing thermal paste of them at it will make a huge difference in temps.
My 6x RX 580 rig was at 65-70 C temps and they were active for a year or so, then I recently replaced the TPM of all the cards one by one & now they are at 55-60 C temps.

air conditioning is not profitable to install, it consumes 2kV per hour. For a month will run up a round sum. Put on the window fan to blow heat from the room and all.

Just make sure to have enough airflow in the room where you have your rigs.
No matter how big of a mining operation you handle, if the air in the room can be completed exchanged with the outside air in 30s or so by having adequate CFM fans for in and out. You'll be fine.
Air conditioning is the way to lose money & not at all required.

with so many can handle a normal ventilated room. I have 10 asic miners so without air conditioning work

I am planning to do a new build for Monero for upcoming randomX

I have ordered Ryzen 3900x. I still need to purchase MoBo and RAM and other stuff.

Other rigs are all for Eth for which I only had to get 4GB ram and cheap motherboards. I looked into 570 motherboards. They are relatively expensive. I am also worried about the heat management. For my ETH rigs that is the biggest problem.
