This sounds a lot like the view key in Monero / Cryptonote. It is a provisional application likely in the United States so a prior art declaration has not been made. Does anyone have the actual application number, and where this patent was applied for?

I am confident we will find ample projects which have been working on that sort of feature and have been open source.

Open source is going to make patenting pretty much impractical.
