Have you tried the Electrum Android version? It has these features on the desktop version so It might have them on the phone one as well.

afaik the android don't have an option to send to many. And the android app also has a lot of bugs. I've installed and tried it only last week but can't continue on using the wallet after I import a priv key without the app crashing and then I have to start importing again.

I have and like stiffbud said, the android wallet is really buggy. I would not trust it with any funds to be honest with you.
Melis wallet for Android has pay to many capability, and you can customize fees to a certain extents.
It even supports RBF so you can start with low fees and raise them if it's not included in a block for a certain time.

That actually looks great, but i will have to waut for feedback from more experienced members. I am not a programmer so i cannot check if there is anything suspicious on the source. I will keep my eyes on this project however, would support for ledger wallets be possibly too?

There's no android wallet that has this feature, I've been searching this stuff before and installing all wallets and tried them but don't find some. Only electrum desktop wallet had this feature as what OmegaStarScream said has this feature since I used also this wallet

Does anyone know of any wallets that store all of the private keys locally on the device, but allow custom fees and payments to multiple addresses on the same transaction?
I have tried mycelium, but it does not allow many outputs on a same transaction, so i was looking for a suggestion.
