No a very old (can't remember which one you can check all the github commits and release notes) version of the client always made the change address last but it hasn't been that way for a very long time.

Depends on your time scale if it's old, it was unfortunatelly true before 0.8.0.  This was the fix for it:

Are change addresses always the last output in a transaction?

No.  They are a randomly ordered output.   There was a bug in earlier version of the client which made determining which address was the change possible but that is no longer the case.
