This makes no sense. Legitimate users are generally not willing to pay high interest rates, but scammers always are, since they don't intend to return the funds.

FYI I live pretty close to this guy......you get enough info and I might take a trip. 
We should check the names of the mailboxes on that block to see if we find a match.
Normally its a straight $5 charge but if you try their identity protection service free for 7 days you get it for dirt cheap. You just need to remember to cancel before the 7 days is up or you get hit with the full price of the trial program. The last time i did this i canceled the trial as soon as i got the info.

I believe they also provide birth dates previous addresses and names of known relatives if the information is on file. For 99 cents i would buy it but i dont have a credit card.
