So, I am thinking having alts is outlawed here. Well, may be not for some selected individuals.
You can have as many as possible accounts as you want, what are not allowed  is to be using one account for the advantage of another, or joining the same campaign with two or more accounts. If you do not go against such rules, there is nothing bad to have as many as possible accounts as you want. Even, if you have two accounts and you do not join the same campaign (if such law is included in the campain rules) and not meriting your same accounts, there is no offense at all, anyone irrespective of the ranking can have two or more accounts.

Charles, the mprep comment was at a time the forum didn't have much traffic and it was necessary to entice people to the forum. Now, account sales and multiple accounts are big offences, especially if one enrols more than one accounts in the same campaign. Sometimes, I think people have got tagged for having alt accounts even when they didn't enroll them in the same campaign or bounty. So, I am thinking having alts is outlawed here. Well, may be not for some selected individuals.

If the purchased account is found, there will be no blocking, but there will be a warning in the form of a red label. And at the same time, the meaning of the purchased account is simply lost. But yes, the forum does not prohibit buying.
But your second comment about alternate accounts being flagged even if there are no violations is incorrect. You can have many accounts if you use them without breaking the rules. There are no privileges for anyone, sometimes people need a couple of accounts to use them on different devices. But if we talk about the numerous accounts, then you can guess for what purpose they were created.

People don’t pay to be on a forum. People may to be in a private club (not the type we’re thinking here now) of some sort, by set a price tag on opening any account and the forum is done for.

Were campaigns to be controlled and regulated by the forum, it could be theoretically something to ponder, in order to monetarize part of the business (i.e. free account would not allow one to participate in campaigns, paid account would). The easy way around would be to make Copper Membership mandatory to participate in campaigns. But … the forum intake is not to regulate how campaigns are run, not benefit from them more than through the forum Ads.

Now if people cheat the system (i.e. multiple accounts participating in the same campaign), then it probably goes to show that the manager is mostly centred in quantity rather than in quality, and probably doesn’t really mind that much). Set higher quality standards, and the will to have more than one participating account will wither, plus the posting style would likely get spotted. If a campaign is all about posting and reposting simple Tweets and Facebook nullities, then that’s what you get.

Theymos isn't going to do this and I don't think he should either. People should be able to freely create an account if they wish and charging people is only going to turn people away. However, I wouldn't be against people being able to buy new donator ranks which give you the benefits of certain higher accounts like Copper Memberships do.

Bitcointalk authorities need to charge a fee for those who open a new Bitcoin ID.  Because everyone opens a free account using apps called SoloVPN.  So apply to the Bitcointalk Authority, who  open a new Bitcointalk Id must he need to give charged a fee.  This will make Bitcointalk stronger.
You can create accounts with VPN but your accounts are zero value because you can rank them up if you are spammer or shitposter. Merit system and rank system work together.

The forum's healthy condition is made up of good members, good posts and good topics. Scam fighters or spam reporters help to nuke shitposters and get rid of their shit, spam posts.

Having multiple accounts are allowed, only what is not allowed is having multiple accounts sales.

18. Having multiple accounts and account sales are allowed, but account sales are discouraged.

These fees are mainly want for a few countries. For developed countries basically one is not taken.
Wow! So the supposedly "evil IPs" stuff doesn't cut across all the countries? Are there saintly countries? I mean, countries which don't do evil and while others do? This is selective and shouldn't be so. I think this kind of profiling of countries into good and bad shortchanges us as humans.

A Small fees should be made permanent for all countries. Then the abuse in the account would be less. There is a lot of spam in the forum. And joined the bounty by opening multiple accounts. for get 2x, 3x, 4x and more reword.  The reason is that anyone can open an account for free at any time. So fees should be made compulsory for everyone.

And why exactly is that admins should charge a fee to join the forum? There is already plenty of money from the good old days to pay for everything, and copper memberships come with a fee that does also go there. I honestly don't see a need to do that.

Small correction to your statement; having multiple account sales is allowed, although not encouraged (basically what you quoted)

Are these evil IP's still a thing? For what I seem to recall, even if they are still somehow active, there are close to 0 reports on people getting the evil IP message

Bitcoin is decentralized and Bitcointalk was created for discussion about it. Requiring fee for newly registered ID will be a bad idea for a decentralized ideology. Forum are getting enough funds on the forum ads space income so charging fee for newbie just to counter the possible new account of the user that tagged by DT is not necessary.
-----
I think you are mixing some stuff up... Why is paying a fee against decentralized ideologies? And what is DT doing in that last sentence?

PS: if this sounds a bit rude/harsh don't take it personally, it's been a long day, I'm about to go to sleep, and thinking in a non native language is a low priority function to my brain right now

It will backfire soon on the forum because it will discourage newbie to enter on the forum since there are a lot of free crypto related forum out there that they can gather data.

The intention of this suggestion is good but the effect of it on the forum image might be a disaster sooner or later.

A small fee is already being collected on accounts created on "evil IPs". Demanding a fee for every single account would deter A LOT of people from actually using Bitcointalk, and obviously and understandably, Theymos wouldn't want that.

I think so with little fee you are good to go. I think you have been off from the forum a long time looking at your account history. Meanwhile, this thread does not belong here as suggested above.
