Very hard in 2018 to get a card without any Visa, Mastercard, Amex, logo on it. Thinking about it I am not even sure if it exists.
What is not allowed is to use the logo of Visa Mastercard on a website if you have no agreement/relation with the companies or a 3rd party (which is using Visa or Mastercard)
I heard that debit cards with function of payment in crypto currency already exist and almost every new crypto project has in plan to produce their own debit cards for payment. Thanks for answering my questions and it enlighten me a lot about debit cards. Well, I just want to figured out the case of has hcard, the issue about them is spread all over the crypto community. The issuer of their card is Maybank so i open this topic if a debit card can have the logo of the mastercard and yeah thanks for the answers.

Most of the cryptocurrency based debit cards are dead because VISA terminated their contract with wavecrest which used to be issuer of almost all of the crypto debit cards https://cointelegraph.com/news/visa-suspends-wavecrest-status-stopping-some-crypto-credit-cards

When checked their mychoicecorporate site (wavecrest card service) they are showing new partnership with mastercard but haven't seen any new or old crypto debit card provider providing this card with mastercard logo in it like they used to when they have visa parternership.

Without agreement you can't issue mastercard, buy cards in bulk ? without personal docs or atleast basic info of users?? Impossible...

Yes. There is a third party involved. Most of the bitcoin card services were using Wave Crest Holding (not sure If it's still the case) which is the issuer of the cards and WaveCrest have a license for that.
