Latest versions Electrum 3.1.1 and Electrum LTC 3.0.6.2 use python3

Electrum Dash uses python2 and is based on earlier versions of the Electrum build. Electrum Dash needs updating.

And I think it's not easy to make electrum altcoin wallet, but if you found what the code they are using you can just change some codes for your own coins.

I currently develop a new crypto currency, but I would like to develop a light weight wallet like Electrum wallet in addition to normal Windows wallet. I think that there are many encryption currencies that adopt Electrum wallet, but I also want to develop similarly. How can I approve it? What is the development language?

I hope someone let me know the answer. I appreciate it.
