It is not too late if you can organize one conference yourself, it will offer you a great reward as pioneers of block chain to Nigeria. Starting with a meetups to discuss with few passionate crypto fans about your intentions and they might assist.

There need to be some substantial crypto-projects on ground before you can have a blockchain project, the level of awareness is very low at the moment

Do you need to have blockchain or crypto-projects as you put it before a conference on the prospects of the blockchain technology can be hosted in the country? I think not

Not a lot of blockchain-themed conferences and meet ups organized in Nigeria despite having a teaming population of youths who are blockchain and cryptocurrencies enthusiasts. The last time I heard read of such conference was one which was planned by the NO BS Crypto team, which has not really materialized yet. I'm not one who has the clout for such events, but I think organizing one will help create more awareness about the blockchain tech and cryptocurrency investments.
