How do you verify the identity of an anonymous person whose entire digital presence may have been compromised? I'm open to suggestions.

Sounds like he did have the e-mail in at least this case though.

No, in the thread he states he lost access to his email.  Piuk, could you add a checkbox for an account option for something like "my account cannot be recovered without n of m of these pieces of information and/or this information".  All this guy had was his IP and he got to the account. That's an unmitigated disaster.

Common problem when people enable two factor auth on their account when they don't know what they're doing, they successfully lock themselves out.

Yes if the secret phrase is set I will not disable two-factor authentication.

Without the secret phase all I have to go with is the ip, email and some other basic questions.
