They can post freely if the account is just locked for security. There is currently no easier way to restore accounts. In fact, many accounts aren't being restored even with a signed message.

can such an account be reopened easier than providing a signed message? Also is the user prohibited from posting in normal areas with a new account since the permaban was not judged through bad behaviour?
