I also see that the particular thread is self-Moderated which means you could use a lot of OP's help to delete such garbage posts from the thread. Unfortunately BitCoinDream seems to have been last online on 7th August.

Maybe you can try PMing him about the issue, you never know he could get an Email Notification which could compel him to log in.

Crytoist is a obvious spammer. I have noticed from this post, he have bumped more than three years old thread by his first post. So if that user successfully buy any account then he will spam all over forum. And that's the reason why I do not like any account trade of bitcointalk. Although tagging newbie will not much benefited but I think other user will aware about it and they would avoid account trading.
