Please note, we have not blocked access to the balance currently in your Coinbase account; while we can no longer process brokerage orders via our banking relationship, you may still send your balance offsite to an external address.

You can stand from their statement, what you just need to do is to have communication with any of their staff / support.

Since you aren't blocked, it means that you are still able to have access to your account. You can just send your balance to other wallet provider.

Haven't you tried using xapo?

It is a business account and I opened another account (thru my wife's bank so that I would have a bitcoin address; however, I was told that I couldn't transfer the bitcoins because it was to another bit coin account--it wouldn't allow the transaction to take place)--now my wife sells vintage clothes and has a pay pal account (would this be an external account) thanks

Why not clear it up with them?
From what I can see, I'm not sure if it was because it's to another bitcoin address/account or because the account you're sending to is still within Coinbase.

They did say "you may still send your balance offsite to an external address."

Why don't you try sending to an address that's not with/from Coinbase and then sending to your wife's Coinbase address/account?

Although, to avoid any doubt, I suggest you clear it up with support.

So you have BTC in your coinbase account but they won't let you convert it to cash to wire to your bank account?

Do you have any guesses why they would severe your ability to wire fiat back to your bank? Is yours a business or personal bank account? (And do they have that accurately shown on your account? For mine they have it listed as a business account but it's always been a personal one.)

Sounds like they are saying you can still just send your BTC elsewhere to convert it. You might want to move your BTC out of their control if you are concerned that things are heading the wrong way.
