I used a-ads.com during like 2 years about and it is one of the most interesting ad network I used so far. (Bitcoin related or not). As publisher and advertiser as well. You can give it a try
It is rather useless to use all the best advertising services if your faucet isn't going to maintain some decent traffic, there are already thousands of faucets but none of them are successful in long term not even short term.
Best thing to do is to first respect and value your visitor's time and effort by paying amounts even if you are paying from your pocket but when you had enough loyal visitors then you can lower the payouts.
