This is not a rocket science. The power on buton on your case does exactly the same thig, it short out pin 16 and pin 17.

dont want to really risk that as it does turn on the second gpu, as the lights on the gpu come on. one thing i should note is that the new psu has a 20+4 connector, the add2psu uses all 24, maybe if i just plug in 20pins?  im really stumped

It's not that risky. All you have to do is make sure you put the ends of the paper clip in the right spots. However, I don't want to encourage you to do it if you're uncomfortable with it. (Since nobody on this forum is liable for damages caused by following their advice.)

By the way, what GPUs are you using, and what are your other system components?

there actually both evga one has a ten year warranty 750w the other just average evga 500watt and yes it does appear to be working and the add2psu seems to be working as well as all the GPU's an risers am compleatly stumped

Try removing the add2PSU entirely and use a paper clip for the secondary PSU instead. (Alternatively, if one of your EVGA PSUs came with one of those "power-on self tester" dummy plugs, you can use that.) If you don't have one and your PSU doesn't have colored cables (my EVGA PSU doesn't), then look carefully at a pinout diagram to determine which pins to short out with a paper clip. (Double check; don't want to short the wrong pins.)

Make sure the secondary PSU is on before you attempt to boot.

then it freezes. i dont have anything crossed riser and gpu per gpu together. iu get the second psu to power on just fine but when i start the miner it reads all zeroes for the gpu i have plugged into the second psu.

i checked the card works fine on priomary psu but cant get the riser and card to work on the second psu however it is detected and turns on

What kind of PSUs are you using?

Did you try booting the system with only the secondary PSU and a single graphics card installed?

yes they all work risers and gpu's i verified each

have to tried to plug the gpu to the first psu to if it works? and have you tried to add one gpu at a time?
