First of all , you need a professional website with a pretty good design , if it's going to look like a cheap scam then is it a cheap scam .
Then you may consider Hiring a native English speaker (if you are not already) with good grammar to write the announcement topic for you describing everything about your service .
Now for the places of advertisement you should consider posting at Reddit , Service announcement on Bitcointalk (which are the best two options) then you should consider making Signature compaigns if you have some $ to invest and also try on Bitcointalk ads auctions to buy slots. and the last option is advertising network for BTC like you mentioned , you may get pretty good results with them .
