How many trillions for what? How could it be? Solution:

As soon as invasion and first flows start to be establish (ground basis) there was a crucial mistake made by the lack of the 100 girls concil.

So the idea is to capture 100 orphans girls (16 to 18y.o.) from different parts of country to be rebuild and lock them in a luxurious compound for them to be thought and evaluated in multiples skills (from ease to learning english to chanting, dancing cooking sports, geography etc) to create a dynamik ranking used to determine a voting multipliers concerning problems that the occupying forces would encounters.

The idea is to have a domestic free from all local shenigans advisory board to answer all questions that a foreign forces could have. It goes from where and how to build infrastructures to allowing strikes implicating collateral damages.

Their deliberations concerning problems will have to be publicly streamed for the locals to be able to watch.

True local legitimation by allowin the best one in the subejct field to determine the future policy of their state.

Ex: opium fields? Forced wedding?
