Examples of pre ICO projects are only those which were revealed as the scam and didn't even had the proper time to scam their way to the ICO phase.

Many new developers without the proper experience are wanting to get the easy money and pre ICO and ultimately the ICO phase are the best thing that can push their scam into realizations. We are constantly being warned about newly possible scams that are being revealed in pre-ICO ( no roadmap, bad whitepaper and so on...).

All significant ICOs are going through all phases because they need the time to gather their investors!

Yes, That what I want to say.
Term Pre-ICO is the combination of 2 words PRE(before Time) and ICO. So basic agenda of Pre ICO is to provide opportunity to early investors to gain more profits as a reward for trusting their project and taking more risk. Pre-ICO generally provide bonus coin or offer coins at cheaper rate than in Main ICO.

If they only had a pre-ico then it wouldn't be a pre-ico because it would not precede the ICO. Thus the pre-ICO would become the ICO itself.

I dont think projects only do pre ICO, the whole pouprouse of it is selling tokens before the official ICO at a lower price is to get funds to cover the expenses that come before the main launch, like advertisment recrutments, that is why the pre sale has a lower fund raising target than the main one, investing in pre ICO is pretty good thing, because as i said the price of the tokens is lower than the launch so you will be able to make profit more than anyone as soon as the token goes on exchange that is if you are able to catch up to it as it tend to be over in the first 30 min, so don't let anyone scam you into investing into a pre ICO only, because they don't exist.

In this case, are these ICOs that are not open to public? I mean, like a private ICO, you have to be a BA or in a private circle to be able to buy tokens
