Probably not but there are too much ICOs now. Thats why it is so hard to choose the right one

Right, Most ICOs are now scam.So I do not invest without a good project.Let's see their sites, whitepaper and team.Then if I like it then I work with this project

Yeah, most ICOs are scams,they're high-risk investments with no real life uses. People just link an idea to blockchain technology and rake in millions it is crazy, but even though it is rare there are some good ones out there. I think there should be rules on ICOs, just a whitepaper isn't enough.

Most I would say are not scams, however MOST are crowdfunding efforts with no utility so there really is no investment.

I don't think obviously all the icos are scam but some of the icos do not keep their promise for example uTrust still has not paid

Not all of them are scams but something 30 percent are, another 30 percent are just bad ideas, aproximatly 35 percent are good ideas with unrealistic schedule and incapable team.  This leaves only 5 percent good ico with realistic schedule and good team.

Not all the ICO are the scamming the people investing on the concern project. White paper will give the more information about the project when the time you are looking it whether will it becoem successful in future or not.
When they comes with the high capital you have to check their dev team, blog page and white paper for must. Even some of the successful ICO also grown like you expected once the coin added to the trading site.

My view is probably quite simple. Scam is a big accusation (even though I'm pretty sure the majority are dishonest), I would like to think some of the projects I've involved myself in were quite honest in the idea they wanted to conceptualise. But greed plays a part in a lot of ICOs, from the developers, to the marketers, to the shills and bounty hunters. You think most of them would want the project to succeed but everyone looks in short eyeglasses. They want profits now and not tomorrow. The idea is no longer the major focus. Just how much tokens are worth.

Maybe we shouldn't be surprised. We sort of helped make ICOs like that, by giving them so much power and support. Maybe it's time we boycotted them for a while.

Unfortunately answer of question is yes. If you see an ICO claiming they have the best idea , best project ever just run away from them because %99 of the time it's an unrealistic project that will never be put into practice. There are hundreds of them and they will keep coming. So we need to be smart and invest in only doable projects.

I think the Chinese made the best because most of the icos do not make payments on time and constant new problems...
It would be useful to bring a global regulation to these icos

If we say all of them are scam it would be unfair to some good projects which will change the crypto world for once and all. Although you have a point , greediness of some people made ICO a way of gathering people's money and get away with it. To avoid this you need to be very careful about investing in one. You should learn everything about the project before putting in a penny.

Think not all the ICO's are scam some of them are being worth it on investing some bucks of their tokens but i didnt face some scam ICO's because im just good on monitoring the dev's (lol), waiting some updates and reading their roadmap as well as the whitepaper

It should be made a clear distinction between a scam and uncapable team. A scam and a bad idea. A scam and a failure. I guess all failures will be deemed as scams, which is wrong. Most people just fail  Grin Grin Grin

There are some of course which don't seem to have much weight behind them - always research and check the team behind the project - if it's a project that interests you and you think has potential - and you can communicate effectively and quickly with the team involved - then dig deeper.  If you can't get hold of the team/get answers/if there's no team listed (check Domain Name records etc) then avoid.

Yes a majority of ICO are scam, it's really hard to find a good project nowadays..so we need to be very careful where we put our money. I suggest everyone to do a lot of research before investing, check out their social media and talk to the other investors, check out the reviews  on youtube ...etc

So, if you are thinking about all of icos are scam and then tell me the more explanation about what already did by omisego and powerledger at the moment. Omisego already attracts a lot of the interest from the government and remember powerledger was supporting the AU regulators. It seems to be acceptable in the more countries in the future. Because that based on personal view and i can't argue anymore with it.

Not all of them are scam but most of them are exactly like you said. Even though some are not scam,  they don't worth investing usually.

Well, I personally don't believe all are scams, there is a good mix obviously as a lot of would be criminals think it's the next way to get rich quick.  They are the one's you need to steer clear of.   
But there certainly are companies that are using the medium for honest crowd funding and capital building.
