The general consensus is that reference style cards are better for putting into a case (they have ventilation built in) while two fan ("Hooters style") cards can run cooler and quieter but require a well ventilated case or open frame build. Even then, decent 120mm fans are pretty cheap.

I actually run a GPU miner at home and if anything, the little noise it makes is good for masking more disturbing noises.

If you do live on an apartment then mining operation wont really fit on that place since you cant really avoid the noise on mining operations either on both GPU or Asics. Rates are good compared on the my place which is you can sip out some profits on mining since you do just need to consume those amounts entitled to you but the big problem on here is the place on where you do set-up those miners.Noise would really be there.
While modern ASIC boxes are quite noisy, most GPUs aren't. As such, there's a good reason why college students generally prefer to do GPU mining nowadays.
Comparing their noises then ASIC do really produce much noise like buzzing sounds compared on GPU but still the sound produce on video cards is still noticeable specially if you do live on an apartment which is enclosed spaced heres the example https://www.youtube.com/watch?v=YDUzo95ZkqM for the sounds. It do really have lesser noise, you passed on that but what would you do on ventilating those gpu miners? This would be an another problem for you.

Guys,
I live in the company, I am entitled to use $ 350 of utilities that include electricity, however I use only $ 40 per month.
Here in the Middle East energy is very cheap and it would be almost impossible to reach these 350 $ with mining, and even if it surpassed the surplus would be cheap.
However I live in apartment and antminers would be unviable due to the noise, the R4 is almost impossible to find.
What mining plan would you recommend to me ?

Thanks!!
