I think that DOGECOIN has by far the least fees as of now. Also Dogecoin is a stabld coin which has really fast transaction confirmations compared to what the hell is happening with bitcoin now.

Be careful, the price variation between exchanges may cost more than what is saved on the fees, specially if you transfer large amounts between them. You'll also have the fees from the buy/sell orders
This have to considered at high priority.
When you turn your bitcoin into other coins it might go down in value. Sure Doge fees are low but what about the percent it takes whenever you exchange.
Add up the truth that while you are at Doge you could see the price going down.
Think well about doing this to avoid getting lost in the process.

Yes that's true dogecoin is indeed the altcoin with a very low fee and fast transactions too that is when there's option to buy something between dogecoin and Bitcoin I picked the former it saves me time and fee one of my transactions to bitcoin is not yet confirm after 20 hours

Beside the transfer your btc from one exchange to another , there is system to make code .I am saying about the code of yobit , mostly I transfer my btc to yobit and sell.to those who want btc in yobit account .
But here I am not sure whether code making system is available in other exchange or not .
But probably it would be more better to use altcoin instead of the Bitcoin directly .
But you should take care that the altcoin you are using for the transaction having stability in the market or not , because suppose you bought altcoin doge ( for example ) then after the transfer to another exchange you find that price get drop for the doge coin to 5-20satoshi , then surely you need to wait or you need your Bitcoin fast then you need to sell at low price that will leads into the more fee than what was in case of Bitcoin fee of 0.0005btc .
So I will suggest you to further check the altcoin first before making transaction .

I will suggest you only doge for this purpose , because the transaction with the doge is about free of charge , because charge of 1 to 2 doges means 100 to 200 Satoshi for the fee , then why you have the high fee if you have facility to pay in low fee .Here after the doge , you can choose another coins like posw ( since it is not available in the poloniex ) but probably altcoin like these are much better for us to transfer our money from one exchange to another and I am sure that with this idea we can save about 0.00045 btc at each transaction .
But here my one suggestion for you is that , make sure that wallet is online or not in the both exchange ( from and where to transfer your Bitcoin ) .

it doesn't matter what fee the coin has, what matters is what the exchange withdrawal fees are. some of them have no relation to the fees of the actual networks.
doge is the lows fee, but price doge cheap hope can up to the moon
I would suggest Dogecoin as a gateway to escape Bitcoin's high fees. Using only one Doge (about 128-133 Satoshis depending on the exchange), and it transfers the coins very fast (10 minutes Max!). But you should also know that price variation on multiple exchanges could cost you some BTC.

I have some options for you, The first try to use litecoin, second is dogecoin and the third is ripple or NXT. All of them will charge a little fee for the user. And they are listed on all of the exchange sites.
The high fee of bitcoin has made me being disrespect with it.
Just try to use them all and you will be able to make your own transaction with a little charge. I mean about micropayment for yourself and your transaction will be delivered so fast.
All altcoins dont have much fees at this rate not as bad as bitcoin that almost have a 4$ fees in thw blockchain i gues in the altcoins you can get it as low as 1$ in your transaction you can also use other altcoins as a currency like bitcoin for example eth, zcash, monero because they also have a big value in the market.
