I usually publish the details to #bitcoin first and rely on the people there to relay the info elsewhere. If the downtime is very long, I might post a more detailed comment on Reddit.

There is an IRC channel (bitcointalk or something similar) and of course the general reddit bitcoin page and theymos is it's adminstrator too so you expect a fast update there.

As far as IRC, you can check #bitcoin-talk or #bitcoin on Freenode (in that order) for live updates. Anything important will generally make its way to /r/bitcoin on reddit.com within a few minutes, however.

/r/bitcoin is where I usually go, but #bitcoin-talk is a good place for info too.
