Yandex.Money (in Russian). Bitcoins can be easily exchanged via metabank.ru.

There are several payment systems.

1. Webmoney http://wmtransfer.com/
2. Perfectmoney http://perfectmoney.is/
3. Payza http://payza.com/
4. Ukash https://ukash.com (Voucher Payment system)
5. Paysafecard https://www.paysafecard.com/ (Voucher Payment system)

You don't need backaccount etc to send or recieve money, but if you want to do withdraw you can add your bank account in webmoney/perfectmoney/payza.

Are there any types of e-wallets (like paypal) that is universal and isn't linked to your bank account/important personal information?
