I do believe that whoever owns those documents is a real person whether the guy you where speaking to was a scammer or not!

It's a shame there is so much scamming in the Bitcoin wold these days. since you fell for the PayPal trap, he still has the power to chargeback and PayPal looks down on Bitcoin. Your best to change your banking account routing numbers and credit cards and open a new PayPal.

That's just dodgy as fuck, yes you probably are fucked, especially if it's over Okpay and not a wire transfer or anything sensible. It's one thing to ask for a simple passport photograph but if people start asking you for all kinds of weird shit then don't trust them for a second, apparently it's 'common' practice on LocalBitcoins for people to ask for a photo of you holding up your bank card with the numbers covered over. However, I don't trust that for a second because even the big exchanges don't ask for that kind of information.
