No matter what I do, I can't seem to get my hash rate above 21 MH/s.  My rig system config:

OS: Windows 10 Pro
Processor: Pentium P4400
Memory: 8GB
HD: SATA 240GB
GPUs: (4 x MSI RADEON RX580 8GB Gaming) (2 x XFX RADEON RX580 8GB Black Edition)

 

Issues:

Attempted use of MSI Afterburner 4.4.2.or 4.4.0 - no success as all slides (frequency, memory,, voltage) do not work.
MSI AB also corrupts system. After running AB I cant access "start" or "Cortana" search. Reboot does not fix this problem.
Fixing requires a Windows repair (sometines work) or creating a new admin account.
 I used AMD RADEON Setting to overclock as follows:
MSI RADEON RX580 GPUs:
Clock = 1455 MHz, Memory 2225 MHZ
XFX RADEON RX580 GPUs
Initially the same as the MSI above then reverted to default values,
Clock = 1405 MHz, Memory 2000MHz
Voltage set at auto
While I experiences a very minor uptick in hash from around 19-20  MH/s to 21. I'm getting no where near what others are saying they are geting 24 -26 Mh/s which they think is low to the 29 + MH/s other getting.

Any suggestions.

Mod your GPU bios, it would increase your hashrate and might saves some electricity when underclock, try uber mix or the one click setup.

start modding with one GPU and test, when successful, do with others

first check and see if molex and pci e cables that come from psu are okay sometime they can reduce hashrate also try finding ubermix bios on anorak for your graphic card and flashing it.
