Instead of limiting them per country/region/etc, why not make one that the whole world can use.
One good way of verifying would be to use facebook for it. Have people like your page, this way you can see their profile (I think) and see how old the FB account is and that it's active (a normal facebook account), then start the giveaway of the pre-mine to these people.
