•Is there any chances I can make my laptop a spy camera? for example not home using my laptop. Can I do something to activate my laptops camera if someone in my family or a thief   will access my laptop

Yes. There are tons of methods in the web on how to do exactly this and you can find them useful on your own laptop, though I have to warn you that setting this up in another laptop that you don't own is unethical and you can be sued if you are caught red-handed. Also, if you're knowledgeable enough to code, you can set up a few scripts that will tell your laptop to activate camera recording whenever you're away or you know you wouldn't be using your laptop.

•If the thief found out that Iam using btc is there any chances I can do something which if he ir she access my account my phone can ring out loud? besides the camera thing so I can see the thief

It is again entirely possible if you are well-versed in coding. You can create an app which acts like the ones they use on RDP or just remotely control your laptop and check on it every now and then to see whether someone has accessed your laptop illegally or not.
