No God is not outside his creation for Gen 1:1-2 proof that God was inside His creation before He separated the firmament, waters etc. However, there are 3 heavens. Heaven 1 is the atmosphere heaven where the atmosphere evil spirit reside (it where those that built the Babel reached before God scattered man abroad in Gen11) , heaven 2 is where the stars, moon etc is and heaven 3 is where the Kingdom of God /paradiae is Job 26:9. But God will only destroy the earth, heaven 1 and heaven 2 which is the reason why it was said that the sun and moon are not cleanse in the sight of God Job25:5.

God is outside His creation in that He is not required to follow the laws of nature. That's where we get miracles from.
One of God's biggest miracles is that He regulates our daily affairs via cause and effect that He set in place at the Beginning. A bigger miracle is that He wiggles Beginning-C&E on a regular basis, to adjust creation according to our free will changes. In fact, that's why we have vague memories of things that didn't happen. God adjusted C&E according to free will changes, and some things that happened were taken out of happenstance. But we still remember them slightly, because of the kind of beings we are.
God reside in the third heaven where there's His throne and Paradise. I'm not telling you this through human thinking or knowledge but through the revelation God showed to me acouple of years back. However, He check on all the earth and all His creation sometimes which is why He's called doing good all around and that's why Proverb 8:17 says.
