How will people withdraw this much money if they want to convert it to fiat?

1- 30 dollars was given.
Low - 1usd-0.04tx - 1% offramp fee with coinbase/circle = 0.95
High- 30usd-0.04tx - 1% offramp fee with coinbase/circle = 29.66

But , that isn't really the point anyways as the tips are given so they can retip them , save them , or buy stuff with them directly.
there isn't very much you can buy for $0.95. I also think coinbase charges a small bank fee of ~$.70 for each withdrawal (or it might be deposit, or both, I forget which)

There is really not a lot you can do with that little of bitcoin.

It also would not make any sense for them to allow people to withdraw 10k sats since the TX fee would eat up this entire amount.

You misread my comment.

It is a 1k not 10k limit and transaction fees are optional with bitcoin if you want to wait.

He was tipping between 1 to 30 dollars . Plenty for people to retip or play around with.
Most shared wallet services (like exchanges, pools, and things like changetip) are going to force you to include a TX fee. If they do not include a TX fee then they risk having their inputs tied up in unconfirmed transactions for a long time which makes input management difficult.

It is the choice of the person who is signing the transaction to include a tx fee, and the changetip users do not sign the transaction.

Additionally, under the rules that most pools follow you will effectively not be able to spend a .00001 input without waiting months for the input to get old

You can withdraw from changetip whenever you want with a minimum 1k satoshis or 1/3 of a penny (withdrawing less than 4 pennies wouldn't make sense though) and there are absolutely no fees to retip or withdraw (outside of the miners few of 4 pennies for withdrawls only). He was giving away 1-30usd of changetip randomly along with several other people.

Great work, but only nonbtc users should collect those tips as it is a way to bring new users in and not enrich the current group.
+1. I have also noticed he seems to be giving more bitcoin to twitter users who seem to be more skeptical of bitcoin...Interesting idea.
