how much would it cost for someone to develop and iphone app thats a wallet and thats safe i could keep my coins on?

For iPhone? Smiley It might be impossible task to do Smiley

I am pretty sure it is just as possible as developing for anything else. As long as you don't try to put it up in the App Store, that is.

apple wont allow iphones to have a bitcoin wallet app? this is rediculous and i dont understand why

You will understand why and you will read about iMoney Tongue
