Yes you're right, when the difference is so big, usually it means a liquid arbitrage isn't feasible. Sometimes it's even a scam, the exchange will accept your funds but you'll not be able to withdraw them.
So users should be reminded to test the withdrawal process with a small amounts before sending big amounts on dubious exchanges.
