That thread was mentioning the old managers and some of them were not active again in managing the bounty campaign. However, the service of some managers is very disappointing, such as Murat. Most of the bounties managed by him are scams. He does not escrow funds. As a result, the Hunters got nothing by promoting bounties managed by him.
I know what you feel about that but in my opinion if murat was rarely escrowing the reward. This guy is good but sometime he doesn't need to fully believe with the project that used his service but didn't wanna to escrow the funds.
Mostly of scam projects happened caused by he was being fooled by the developers. He shall only accept to manage the project that agreed to escrow the funds.
