Of course, but the government can just as well develop their own crypto at no cost too. However, that does not answer the most important question: Has the company remotely interested in your project? Do they even know that it exists?
Reason for these questions is obvious since you're asking the government to send you duly stamped and sealed application on your site, that means you've got no access inside

No, they don't.
These guys are riding on sentiment. See:

The operative words here are:
1. creating = It's their own thing
2. new bitcoin blockchain = fork of BTC
3. major percentage of mined coin = premined
4. reserved for Saudi Arabia government to claim and hold = offering it to the government for government to distribute or hoping the government will come in and take their "created by a native" crypto off their hands
