The distribution of water to the poor community and that does not have access to water, will it be done through existing tools, or will the project develop new technologies for everyone to have access to potable water?
So, is the project being developed? If it is being developed, could anyone answer the above questions? Because the website is unavailable: http://h2oproject.co/?
If that is the case then there is a good chance that this is not going to be developed and maybe it has never really been the plan.

The project has very nice concept, able to top the importance of water resources is an excellent idea. i have the feeling that they are just using a noble mission to attract crypto enthusiasts and buy their MNs. their roadmap is a very generic one that everyone can just say that we will partner with NGOs. thats an empty promise there. if they are really sincere with their mission, they will disclose their team members so the right organizations can tap them also for collaborations.
