This sounds like a MN pre-sale coin.
As it stands now, you need to solve 20,000 blocks solo to have enough for MN.
With it increasing to 2 (and down to 0.9 due to only 45% for miner...) you'd need to solve (only) 1,100 blocks, solo.
With 1.5min block time that is a theoretical 27hr of solo mining. Sure, if there wasn't already 1.4Th on this coin.
By the way, it may be GPU mined... but it is most certainly ASIC mined.
Why a pre-mine AND dev fee?

You hit on my only thing that could save them. If the dev were active and selling the PM for listing and marketing this would be fine. Could limit one MN sale to one per person. For decentralization too... but isn't happening here yet.

14000 coins premined and only 0.05 coins per block 
It will become 2 per block in around 3 days.
Then less than 3000 blocks until smartnodes go live.
consensus.nSmartnodePaymentsStartBlock = 5761; //
That is only adding 5185.8 to the total supply which would have to be won by one person to even compete with the pre-mine smartnodes. The project will take 55% of rewards (10% + 45%) after the SNs are live. No bueno.
