This is a scam operation. The miscreants running this "exchange" are also hosting a bitcointalk phishing page (bilcointalk[.]org, do not visit it obviously).

I suspect these individuals are advertising other phishing pages and scams on bitcointalk, so I recommend the admins investigate the IPs and emails they used to register and see what other accounts they might have. I also recommend reporting all of their domains for abuse.

I am part of the NXT Community and my advice at the present time is NOT to invest in this !
