what would make a miner even consider mining this coin? Don't get me wrong, it's nothing personal with the project. Is just that, mining is not profitable right now, and if you are going to be paying for costs just to be able to support a coin, you would double check this is the right way you're getting your money into crypto. Why would there be a need to be worried about the premine when it's clearly in testnet?
That aside, comparing the ARO source code to the ORC sourcecode reveals that some MN functionalities have been implemented, some other functions have been rewritten and that's about it so far. Seems to be in line with what the OP suggests right now.

For the moment there is nothing done different than on ARO. The code is almost copy paste, the ideas are the same. They could at least try to improve some stuff in there if they want to use ARO as a base, and also to give credit to project they are using as reference. Otherwise this looks more as a cheap copy paste stuff than an "origin"al chain.

Check their GitHub code and there are many reference left in code, which they might have forgot to delete....lol
also, every techincal aspects are same as ARO. Economics including block reward structure, fee are same as ARO.
Not sure why they are not open to accept they are forking ARO?
