Newbies can make ANN topics. To post images you need to upgrade to jr member rank (registered since 1 month, 30 posts) or buy copper membership: https://bitcointalk.org/index.php?action=credit;promote (costs ca $15, as you are registered since April and have 21 posts, it is easier to make 9 posts and become jr member)

can a newbie member create a ANN page for any ICO? is newbie member eligible to do that?
