He just started thread even he doesn't know much about the project that's why he is unable to answers here. I would wait for the dev to appear to ask some questions too about the project. It isn't decentralized this is sure because being an asset of platform which is semi-decentralized itself there centralized thing can work.
So what is the purpose of this ANN created?

What attract the people to create asset on Waves which required no coding skills so that I also agreed with you OP need to understand what is definition of Decentralized even that website has no secure connection. I also think this smell fishy
