Would be great if a bounty manager can address the issue around the softcap, what happens if this project fails to hit that mark, would be really good to get some clarity

I had a look at Cryptonext and it looks like an good alternative to ICObench. The only thing I don´t see is who is responsible for the ratings, is there a group of people and is this based of a singles person opinion?
