Correct, the policy of using miners’ hashrate was from the end of 2018. Pools one way or another have to cover the cost to survive. Putting pool fee on low value coins will NEVER be enough for servers’ cost. Pools will benefit miners’ hashrate if they do not merge mine.

Sorry, there is not paper wallet. If I remember correctly (I did not use them), there was web wallet and web mining made by llama.horse but he disappeared recently and there are no maintains.
Algorithm will change to Chukwa so I guess no web mining.
There are not much news (except algo hardfork in one day and new small exchanges but still no volume).

Fast and privacy are relative terms. If you compare BitcoinMono 50 seconds with Bitcoin 10 minutes, BitcoinMono is super fast. If you compare BitcoinMono with Mixin with Bitcoin no mixin, BitcoinMono is super privacy. However, if you compare it with other Cryptonote coins, it is different.

Interesting way to submit and promote a project, I even like it against background of the rest of trash.

Dev pumping vs miners dumping, right !
For mining : It is not profitable to mine in real term, don't expect too much so no disappointment. I have a bit experience in dev pump and dump strategy. I'm immune with sentences like "I like this coin", "I believe in this project", "When good exchange ?", "Where can I buy this coin ?" ... I'm a miner and a dumper myself.
For investment : there is still not any road map or use case or commercial partnership. Right now is not a right time to bet on the coin.

As copy-pasta coin, the real value of the coin is zero. It still needs more projects on top of it to be an asset or an investment.
Well, there are many forks/clones out there in the same situation. The coin price/value is "hope" and "expectation", not real.

Investment / Mining opinion : Negative. Risk outweighs return.

Should have posted this ANN when he's ready to launch this project. It just shows that this is not a very strong project and this one might not last long. Just my 2 cents.

Why ANN ? Because it is a necessary procedure to get to exchanges.

This is a hilarous ANN.  It's a 0% premine that's announcing miners are "not welcome" and neither are other pools "because pools are competition."

So why even announce this project?  Looks like a private learning project and you don't even want people around.  Saying that in a BTC Ann is the equivalent of setting up a public lemonade stand, sitting at the stand with a sign saying "LEMONADE NOT FOR SALE THIS IS JUST A TEST, DON'T COME BY WE DON'T CARE."

1. Why "NOT WELCOME" ?
No hypocrisy ! Let's be realistic. IMO, from coin dev's perspective, the important factors are investors and adoptions. At the beginning stage, network security is just a joke for all small coins. Any attacker can rent easily on MRR (or NiceHash) to have 51% hash rate. True decentralization is another joke too. Miners will often pick two or three biggest pools.
"NOT WELCOME" does not mean "INTERDICT or NOT BE ABLE TO DO IT". Codes are open source. Pool owners can setup pools and miners can mine. I  do not have time & personality to be polite & courteous to pools/miners. I got no PR/Marketing person at the moment.
Can a lot of pools and a lot of miners make a coin successful ? HOW ?

2. Why ANN ?
I have the same question, most coin procedures (exchanges, pool listings, interviews, ...) ask for the coin's "BitcoinTalk announcement". Why ?
Even it is for testing/learning purpose but I have some expectations for the coin and it is "real" experiment", not "in house" / "in lab" experiment. So I have to announce my coin on this biggest cryptocurrency forum.
