Only legit company I know that is doing something similar is Coindebit.io, BUT they currently stopped their beta program and they refunded money to their customers.
They should start working again in next few months, so follow their social media for announcements and news.
One little problem with them is that physical cards could only be delivered in United States, digital cards worked worldwide.
Do your own research before sending Bitcoin to any cards like this.

Plus there were scams too with "card companies" sooner or later no longer funding the user cards although the users have sent the funds.
